The Germans used direct rule in order to maximumly exploit the resources of Tanganyika . The Germans had enough personnel or manpower to administer their territory of Tanganyika . They also feared the financial obligations involved in training local manpower. It was one of the means through which the German prestige, would be fulfilled in Tanganyika . In Tanganyika, most states lacked powerful chiefs who would govern on their behalf. Most communities in Tanganyika were decentralized and small. They could not provide powerful leaders.
